It is therefore important to first know the local cultural resources and what makes citizens proud to be part of a distinctive community to then adapt participatory governance to the local context. Develop tools to build a meaningful and long term dialogue Tools, resources and mechanisms for cooperation can be virtual (digital tools and solutions) or physical (open spaces for consultations, workshops with citizens or stakeholders, citizen led projects or events). Developing adequate tools and resources will help to build trust with citizens and associations. It is not the same to engage and empower volunteers, children or businesses in the preservation of cultural heritage. Proposing adapted strategies, specific incentives for engagement and different participatory possibilities will ensure commitment and focus.
