Democracy under pressure
The policy brief examines how European democracy support can better address shrinking civic space, weakening local governance and democratic backsliding. It calls for stronger EU and Team Europe coordination, more flexible support mechanisms, and better use of tools such as municipal partnerships and the Global Gateway. Enabel, together with GIZ, provides the Secretariat for the Team Europe Democracy initiative and helps facilitate this coordination.
Enabel is the Belgian agency for international cooperation, implementing Belgium’s international development policy and supporting sustainable development worldwide. Working with governments, public institutions, civil society, research organisations and other partners, Enabel develops and implements programmes addressing global challenges such as climate change, inequality, peace and security, health, education and economic development. The agency is active across Africa, Europe and the Middle East, combining local expertise, international partnerships and practical solutions to support lasting social and economic change.
The Team Europe Democracy (TED) Initiative brings together the EU and its Member States to strengthen coordinated, evidence-based support for democracy, human rights and the rule of law worldwide.
